Proposes the appointment of a board of five hereditary commissioners, including himself and the addressee, at a salary of £500 a year each, to supervise coining according to a method he has invented that renders counterfeiting impossible. Salaries of senior Mint officers could also be raised by around £200, since Rotherham's method will save the government between fifteen and twenty thousand pounds a year.
